It says that the amount of my refund cannot exceed the amount of taxes that I paid to the state of vermont. I am a non-resident, trying to recover the property transfer tax that I had to pay upon selling a property in Vermont.

Please take a look at your VT tax return:

    1. determine what credits have been added to your return and need to be removed.
    2. verify your taxable income is correct, see Instructions for capital gain exclusion limitations

Your gain would have to be small enough that after the limited exclusion, it isn't taxable. Which makes me think the program has picked up a credit somewhere.

A full or corrupted cache can cause problems in TurboTax, sometimes you need to clear your cache (that is, remove these temporary files). Most people can't delete the state and start again. Maybe some forms inside?

    Online version:

    1. Delete the form/ worksheet- if possible, see How to Delete
    2. Log out of your return and try one or more of the following:
      • Don't use Internet Explorer.
      • Clear cache and cookies,
      • Sign in using a different browser.
      • Sign in using a different device.
    3. Log back into your return.
      • Enter the information again.

    Desktop version:

    1. Delete troublesome forms
    2. Save your return while closing the program.
    3. Update the program
    4. Open
    5. Enter the information again.
