Are you asking why your state return does not show a state refund? Or are you asking why your state has not yet issued your refund?

I am asking why every year I owe state taxes instead of getting taxes back. It seems since I have been with TurboTax I don't get state taxes back but if I go in-person I get some back. Now, I claim every year 0 for state and do not get as much back under state and get alot back for Federal. This is my main question.
