I can't be claimed for federal but my parents want to claim mefor State. WHich option should I choose?

If you are just getting started with your return, the question is pertaining to your Federal return.  So if you will not be claimed as a dependent on a Federal tax return, answer 'no'.

What state? Many states go by the federal rules for dependents.
