No.  

These expenses to living overseas are not deductible on your US tax return.  If you have income that was taxed in the foreign country then you may qualify to recoup some of the tax paid to that country by filing a non-resident tax return.  

The Overseas Cost of Living Allowance, which is nontaxable, is meant to help offset some of the types of expenses you mentioned.
