The deduction is for "State Sales Taxes" paid only. The sales tax deduction is a substitute for the state income tax deduction for those states that don't have an income tax. The idea is to limit double taxation. The same would also be true if you had income that was taxed by a foreign entity as well as the US. Sales taxes paid to a foreign entity are not income tax and thus not a deduction.
