Question

I am Active Duty military and do not live in New York and I am trying to get my full refund for my New York State taxes.

Is New York your Home of Record? You need to still file your tax return and pay taxes to New York if this is still your Home of Record.  However, if it was a temporary duty station where taxes were withheld improperly, you should file a nonresident NY return to apply for a refund of taxes.
