I am active duty military and was charged state taxes even though i did not live in my state of west virginia at all last year

You are correct, although it’s complicated.  If your military state of record is West Virginia, and it is your only source of income (you do not have a civilian job where you are stationed), you are excluded from tax if you were inside of West Virginia for 30 days or less.  See the information on WV’s website (1st question, 2nd column) by clicking here

To make sure the income is excluded, check the entries on your W-2:

1.            Sign in to TurboTax Online, click take me to my return, then pick up where I left off.

2.            Click on Wages and Income, then Edit on your W-2

3.             Scroll through the screens until Do any of these uncommon situations apply?  Make sure the Active Military Box is checked. 

Then, go carefully through the West Virginia entries.  At some point there should be a question that asks how many days were you physically present in West Virginia.  When your answer is less than 30, your military pay should be excluded.
