I am active duty military stationed at Ok but my state residence is PA. From my understanding,PA is tax free for AD military, but how come i didn't get any state refund?

You're correct that the military pay of active duty servicemembers stationed outside PA is not taxable by PA.  However, if no PA tax was withheld from your active duty pay, there would be nothing for the state to refund.
