Question

I am from IL. I attend the United States Military Academy in NY, so I am considered active duty. Why am I receiving no state tax refund?

If you are an Illinois resident, then you should have filed an Illinois resident tax return.  Whether or not you receive a refund is dependent upon the amount of Illinois tax and the amount that was withheld.  There is not enough information to explain why you didn't receive a refund other than perhaps you did not have enough state tax withheld.
