I enlisted in the Army for basis training in Ok. but my residence is Ga. Since I was not in Ga for the whole year they are charging me State taxes for the whole year.

If you enlisted in the service when you were in GA then your home of record is GA, and they will tax you on the full amount of your income.  However, your military pay will not be taxed by any other state regardless of where your stationed.
