If you are a member of the armed forces, but you are not a Virginia resident, you are not subject to Virginia income tax on your active duty military pay, even though you are stationed in Virginia.
You would only have to file a VA return if you had non-military income from VA.
If your only income was military pay, in the personal info section of TurboTax enter SC as your State of Residence (does not have to be the same as your mailing address), and answer No to questions about having income from other states.
