Question

I'm military, my home of record is TN but I leave in Virginia. Do I need to file State taxes in both states?

Probably in neither.  If all of your income is active duty, Virginia can't tax your income, because your SLR is TN, and TN won't tax you because they don't have a state income tax except on interest and dividends, which likely does not apply to you.
