I was deployed to a combat zone for 3 months in 2023. My W-2C has item 12D as "Q, $0.00" ... is this correct?

Of the 3 months, I only received correct entitlements for 1 month (this includes tax exclusion, CZTE, and IDP/HDP). Because of the change in CY, our base finance couldn't backpay the entitlements. Rather, they issued a W-2C to ensure I received my entitlements. The only changes on my W-2C were item 1 (increased by ~$31k) and item 12d (which went from "Q $10,011" to "Q $0.00").

- How does this reflect I'm receiving payout for 2 additional months of owed entitlements? 
- This is my 5th combat deployment, and it's the only time item 12d has been "$0.00" ... is this correct?
