If a federal civilian employee worked in a combat zone for part of 2021, do they get a tax break during the time in the combat zone?

No, only active duty military qualify for special combat zone exclusions.

The only possible tax break I'm aware of would be if you had a code P or Q in box 12 with an amount. If not AD/MIL I doubt you'd have either.
