If my husband is active military and I'm not, does income from "civilian work outside your military job" apply to me?

The question is addressed in my filings to both me and my husband, so I assume my civilian job would count?

No, that question applies to you husband. It is asking if he had a job outside the military. 

 

Your husbands military pay can only be taxes by his State of Legal residence/ Home of record but if you are stationed somewhere else and your husband has a part-time job then that income is taxable in the state that you live in.
