Im Active Duty Military. I PCSed from HI to GA in 2016. Am I required to file a GA state income tax return? My home of record is TN and I we don't have state income tax.

No you do not file in Georgia.  If you are Active Duty and have only military pay, you file (or don't) in your domicile/state of legal residence.
