I am a military spouse stationed overseas with my husband. I am a NY state resident, I have a NY drivers license which has my family members address (I lived there when I married my husband). Am I considered a non-resident of NY, a part-time resident or full time resident?

You would be considered a full-time resident of NY.

Please be aware as a nonmilitary spouse, you can choose to use your military spouse's resident state when filing your taxes (if your husband is from a different state). Please see Military Spouses and State Taxes for additional details.
