If you are military you will only pay tax in your home state. If you are not military, I misunderstood.
If you are not military you will file tax returns both where you worked and where you lived. If you worked and lived in VA for a while, that income would be taxed in VA. Then if you also worked and lived in OK. You would pay those taxes in OK. In both cases you would be a part year resident.
