Solved

Sold my home in VA in 2018, but at a loss. I’m in the military and considered a nonresident of VA. Do I have to file in VA since I don’t have any “real” VA income?

Yes, you should file a non-resident Virginia tax return to show the loss.

Even though you know it was sold for a loss because of the cost basis, the state will only know the sale proceeds.

You need to file a tax return to avoid questions later.
