"what was your highest military pay grade in 2019?" im not in the military and theres no "none" option.

Click on the My Info section of TurboTax (on left column) and Edit the first section.  Just under your the part where you enter name, date of birth, SSN, and occupation, there is a question about whether you were a member of the U.S. Armed Forces.  your personal information.  Check your answer there.
