IRA RMD

You asked "Can I have 100% of my RMD from my IRA withheld as taxes? And does the IRS considered that withholding as spread throughout the year?"

You would discuss the amount of withholding with your IRA custodian before you take the distribution.  You can opt to have the IRS look at the amount of income and the tax payment in a time-specific manner by filing form 2210 and completing the relevant sections.  This article explains some of the complexities really well.  Whether you would need or want to do that relates to whether you could be subject to an underpayment penalty. The article also goes into those calculations.
