since EDP state k-1 released after 4-15, do I have to delay filing both Fed and state tax?

I am a California resident and receive k-1 from EPD. Since EDP's California state K-1 always released after 4-15, my question is:

1. should I file my both Fed and California state tax return without California state k-1 information?

2. or, should I wait until I got California state k-1 then include this information in my tax return?

    If you file your returns before the K-1 is issued, you will likely have to amend the returns. Then, when you get the final K-1, complete your tax returns and file them. The final K-1 should be available by September 15th and your extension is good till October 15th.
